Our team has contributed to design projects throughout the Country and consults on a range of local and international projects. Our team is specifically focused on civil design, stormwater management, stream restoration, floodplain mitigation and dam safety in the Chesapeake Bay watershed and Mid-Atlantic Region.
Scott has lived and worked in Virginia for the past 20 years, is a Certified Floodplain Manager and LEED Accredited Professional in addition to being certified as a professional civil engineer in Virginia, Maryland, Washington, Oregon and United States Virgin Islands.
He is design engineer of record on multiple similar civil, floodplain, stream, dam and stormwater engineering projects and has managed and help execute both small and large scale water resource engineering projects for municipalities, military installations and private clients.

BCE was awarded Small Business of the Year in 2018 by the Society of American Military Engineers Hampton Roads Post. In 2019, Scott Blossom was awarded for his long term commitment to the Virginia Floodplain Managers Association.

BCE specializes in stormwater and floodplain management, dam safety and stream restoration and has remained on the forefront of innovative design through the continued dynamic evolution of engineering our waters. BCE recognizes the Beneficial Functions of Floodplains are critical in meeting watershed management goals and promoting community safety.
The BCE team collectively has designed and overseen the implementation of tens of thousands of feet of urban stream restoration through municipal contracts, residential and commercial development. BCE approaches wetland and stream projects with a unique combination of Rosgen influenced Natural Channel Design Principles and conventional hydrologic/hydraulic modeling experience.
