As a small and disadvantaged local business (SBE/DBE) in Los Angeles, we do this by applying dedicated and professional services to cities, transit agencies, State agencies, the Federal government, and private sector firms for the development and delivery of transit, streets and highways, airports, buildings, educational facilities, water distribution and energy.

D'Leon Consulting Engineers (DLCE) is a small business enterprise firm specializing in engineering and development for major infrastructure projects. DLCE's president, a former Bechtel Group professional engineer, started the firm in 1987 and has had a successful track record through many years of discipline and industry excellence.
With close to thirty years of service, DLCE understands infrastructure infrastructure challenges of the past and the future. Our experience has prepared us to take on the most complex civil infrastructure projects. We have led and supported projects to improve the quality of life for our communities and visitors.
The Purple Line Subway extension proposes tunneling extension from Wilshire/Western Avenues to West Los Angeles and University of California, Los Angeles (UCLA). DLCE has taken a major role in the development of the project's utility master plan. This included the relocation of utilities for major utility companies in the City of Los Angeles (Department of Water and Power, gas and electric private companies).
LAX has also embarked on a multi-billion dollar modernization program designed to provide improved, state-of-the-art facilities for passengers and visitors. The Midfield Satellite Concourse (MSC) Terminal is part of this infrastructure modernization program. The MSC Program includes a new concourse facility located in the central area of the airfield, west of the International Terminal.
The I-405 Sepulveda Pass northbound carpool lane and widening project was an eight-mile freeway improvement project spanning from Interstate 10 to the State Route 101 and Interstate 405 interchange in Los Angeles California. DLCE's staff took a major role in the preparation of design drawings for construction.
