EMJNA has its roots with McFarland Johnson, MJ, a planning, engineering and construction administration firm founded in 1946. McFarland Johnson joined forces with UK-based Electrack to become EMJ. Robert Spatny, a civil engineer, along with David Whitehead, an architect at McFarland Johnson, purchased the construction consulting arm of EMJ to spin off EMJ North America, known as EMJNA today.

Robert Spatny began his career as a civil engineer with Exxon for several major refinery construction projects. At C.F. Braun & Company he had overall design responsibility for heavy industrial structures.
As the Project Engineer at McFarland-Johnson Engineers, Mr. Spatny specialized in the design and preparation of plans for public and industrial buildings, water treatment plants as well as preliminary-through-final design and preparation of plans for major highway structures in several states.

EMJNA's Pre-Construction Plan & Cost Review is performed to determine whether the submitted plans and specifications conform to generally accepted construction practices and that construction from them should produce the proposed project. In addition, the Pre-Construction Plan & Cost Review assesses the cost breakdown and examines the completeness and sufficiency of the total hard cost monies allocated to complete the construction.
