The following is all my opinion. You will pay all utilities plus inflated prices for what the apartments are worth. Owners are not very keen on addressing problems you may/will have as a tenant. Apartments are also mostly out of date and judging by ceiling vents built in the 70s. Bite the bullet on driving distance and find a better deal outside of Dover/New Philly.

You will pay water electric and gas. Some things have been updated. Others, are outdated. Management can use some courses on how to address people. They don’t clean well before you move in. Check for cobwebs, and dirty window sills and blinds. Carpet stinks, don’t think it was shampooed. Too expensive for an apartment.
