Portland Utilities Construction Company, LLC (PUCC) was founded as an underground utility contractor in 1991 by Ernie Woodcock. At the turn of the millennium, PUCC carved out its niche in the "trenchless pipe rehabilitation" industry by pioneering and promoting the "pipe bursting" method of pipe replacement in Tennessee and its seven border states.

Today PUCC is one of the premier contractors in trenchless pipe rehabilitation. PUCC offers its services to municipal and industrial clients across the Southeast and Midwest. Company headquarters are located in Portland, TN (about 35 miles north of Nashville) with satellite offices in Knoxville, TN and Houston, TX.

Over Two Million LF of Sewer and Water Pipe Line Rehabilitated via the Pipe Bursting Method. Portland Utilities Construction Company has dedicated itself to the trenchless pipe rehabilitation industry by rehabilitating and replacing pipe in 15 different states and the District of Columbia totaling over 2,000,000 LF using both CIPP and Pipe Bursting methods.

PUCC has played a significant role in some of the largest and most prominent pipe rehabilitation programs in the country.

Some of those municipalities include the City of Houston, TX, Knoxville Utilities Board (KUB), Jacksonville Electric Authority (JEA), City of Atlanta, GA, Metro Water (Nashville, TN), Washington Suburban Sanitation Commission (WSSC), Washington Area Sewer Authority (WASA), & DeKalb County, GA. PUCC strives to solve the diverse and complex water and sewer rehabilitation issues of each client with special attention toward meeting their unique and individual needs.
PUCC collaborated with industry professionals at the turn of the millennium to utilize trenchless technology via the pipe burst method as a possible solution for replacement of aging sewer and water utilities. Cities, municipalities and engineers in Tennessee and Virginia teamed with PUCC in the early 2000s to try the pipe burst method as an alternative to the traditional dig and replace method.
PUCC began completing successful water line pipe burst projects at the turn of the millennium as a proven method to replace old, broken and outdated existing water lines. By the early 2000s, however, PUCC turned its resources to assist in in the prevention of sanitary sewer overflows, and water line pipe bursting projects inadvertently took back stage compared to sewer line pipe bursting projects.

Its a great place ive worked for them now for 8yrs and i would recommend anybody to come work for us. Great owner and great staff and crews im home on the weekends and mostly gone during the week but they pay for our motel and give us per diem to eat on every week. I LOVE MY JOB AND THIS COMPANY!!!
