Mr. Pharr's philosophy was to provide a quality engineering product that exceeded all of the client's expectations and that could be constructed in a cost effective manner. Pharr Engineering continues to believe in that philosophy. Mr. Pharr transitioned out of ownership of the firm in 2003.
Three of the senior Project Managers, Michael F. Williamson, M. Wade Hunnicutt, and Leslie H. White took ownership of the company, while Mr. Pharr stayed on the staff as a Senior Consultant.Shortly thereafter, David P. Bacon was brought on board as a Principal, adding his wealth of experience in the public transportation sector to the company.
