Horton, Knox, Carter & Foote, LLP has been practicing law in the Imperial Valley and throughout the Southwest for more than three-quarters of a century. The El Centro based firm was founded by Harry W. Horton, one of California's preeminent water lawyers. Horton's legal background formed the foundation for a firm where, for more than 75 years, many of its greatest achievements have taken place in the field of water rights litigation.
