Robert Gallup Shannahan was born in Easton, Maryland. He graduated from Mercersburg Academy in 1971 and completed college in three years, graduating Phi Beta Kappa from the University of Richmond in 1974. He attended the T.C. Williams School of Law at the University of Richmond and became a member of the Maryland Bar in 1978.
The Shannahan family enjoys a long and prominent history in Talbot County on the Eastern Shore of Maryland. Bob Shannahan's forebear, William Shannahan, purchased a 300-acre tobacco plantation in Talbot County in 1663. In 1877 Bob's great grandfather, William E. Shannahan, founded what was to become the largest hardware emporium on the Delmarva Peninsula.
