Jim graduated from Portland State University with a Bachelor of Science degree in Business Administration. He began appraising in the early 1970's and founded Williams Associates in 1979.
Jim's long involvement with The Appraisal Institute and its predecessor organizations, serving as the President of the Portland Chapter of the Society of Real Estate Appraisers and 1997 President of the Oregon Chapter of The Appraisal Institute, contributes to his being one of the best known appraisers in Oregon.Jim is also a popular public speaker and frequently acts as a moderator at various forums and continuing education events.

BE WARNED. I hired Thomas Williams to draw a floorplan for one of my Real Estate listings. He took the measurements, cashed my check and never did the floor plan. He made up numerous excuses as to why he couldn't deliver after two time extensions. Never apologized, but said he would send me a refund due to circumstances out of his control... his car breaking down, the power being out for an hour, etc, etc. Never received my refund. Never received a floor plan.
