At HBS, we are truly honored to serve over 450 Ohio school districts in the Ohio Medicaid School Program. For over 30 years, we have been providing Medicaid billing services to Ohio providers. We work closely with the Ohio Department of Education and the Ohio Department of Medicaid to build a solid and long lasting school Medicaid program.

Services
HBS provides comprehensive Medicaid billing services to school districts in Ohio. We guide our clients through the entire process, from implementation to reporting, to ensure timely reimbursement and reduced administrative workload for school districts. Our focus is on the Medicaid School Program so you can focus on students.
In order to include "Contracted Therapy Costs" on the MSP Cost Report, there are specific procurement requirements that must be followed. School Districts must obtain 3 contract price comparisons for all MSP related therapy contacts that exceed the lessor of $25,000, or your district's formal procurement threshold.
IDEA/Medicaid Parental Consent relates to the sharing of student specific information in the process of billing Medicaid for services provided under the Ohio Medicaid School Program. Parents have the right to non-consent to the sharing of this information. Therapists should document for all IEP students served, but only the services for Medicaid eligible students that have a signed consent will be processed by HBS.
Through the "MSP Five Year Rule Review" changes, Specialized Transportation became billable in the Ohio Medicaid School Program starting with the 2015/2016 school year. Please contact HBS if you would like to start documenting for this new service. The vehicle must have a special adaptation specific to the student's disability that is not available on a standard regular bus.
The Ohio Department of Education (ODE) has developed an indirect cost recovery plan for school districts that calculates two indirect cost rates that are used to get additional reimbursement from Federal Programs for certain fiscal costs. The restricted rate was the original rate developed for federal reimbursements focused on administration of federal grants and contracts.
