As Vice President of M&P Services, Ms. Russell responsibilities include hiring of new employees, performing employee evaluations, career planning, scheduling personnel for various government and private sector jobs, status report preparation, technical review of all M&P Services activities, and proposal preparation.

An inventory of buildings located at Eglin AFB, Florida was evaluated for possible inclusion on the National Register of Historic Places (NRHP). Buildings are assigned by the client based on mission needs. Approximately 250 buildings were evaluated.
For each building, historic records, including original and as-built drawings were researched; photos were taken of current conditions; historical uses reviewed; and finally, an evaluation was made as to whether or not the building should be nominated for the NRHP.All work was performed in consultation with the State Historic Preservation Officer (SHPO).

Eglin AFB, Florida has two distinct historic districts included on the National Register of Historic Places (NRHP). A management plan was developed under this contract for each district to facilitate routine and long-term maintenance of these areas so as to maintain their historic integrity. Guidelines were provided in the documents for the Civil Engineer department of the base.
