The Infant Development Program was established in 1974, in the corner of a room in the Lock Haven Hospital with five children. Currently, Infant Development Program is located at 980 East Water Street, Lock Haven. The Early Intervention Program provides services based on the individual needs of the child and family.
These services are offered free of charge. Services may be provided either in a center based or home based program. The P.A.C.T. Program provides support and parenting skills to fathers and mothers and expecting fathers and mothers. The Stepping Stones Preschool is a preschool for typically developing children, offering classes for 3 to 5 year old preschoolers.

Services
The mission of the PA Elks Home Service Project is to support and promote the independence of individuals with developmental disabilities, by providing advocacy services in their home environment. An individual of any age who has a developement disability is eligible to receive this service. Services are provided by a Registered Nurse and in the eligible persons home environment.
The Stepping Stones Preschool is a developmentally appropriate, play based program available to children from age 3 until beginning Kindergarten. Activities are provided in a warm, nurturing environment to facilitate development in all areas: including socialization, cognition, gross motor, fine motor, self-help and language.
This workshop is for families going through or have gone through divorce, or are having custody issues. Home-Based and Center-Based Parent Education Program. This workshop is for parents of Children Ages 3 years - 5th Grade. This workshop is for Expectant Parents and Parents of Newborns up to age 1.
The Infant Development Program provides FREE early intervention services for children ages birth to five years of age.
