Port Development in Plaquemines Parish - Devonshire developed a plan for the development of a major new port facility in Plaquemines Parish, Louisiana, along the Mississippi River. The site was located on the west side of the river at mile 55 from the mouth of the Mississippi. The site was approximately 40 acres protected by levees on all sides and had access by rail to the City of New Orleans and its hub for all six major railroads.
