There's not cut-and-dried and answer to this, but the general consensus is that you should clean your gutters at minimum twice each year: once in late spring and once in late summer or early fall.

I hired Gutters Edge to replace and install a new gutter at my townhouse, and I couldn't be happier with their work. All it took was a call, and simply forwarding a couple picture of what needed to be done, and the next day, they were there, prepared, and had my new guttering perfectly installed in less than an hour. The handyman was extremely competent, courteous and timely. Couldn't have asked for better results! 10/10 would recommend.
