Born in Columbus, Nebraska, Warren moved to New Mexico and Montana After a tour of duty in the Marine Corps he obtained his BSEE at the University of New Mexico in January of 1970. Warren then worked in various types of power generation systems as an electrical engineer for twenty years. After retiring, he became an instructor at Montana State University - Billings College of Technology.
