Phase II ESAs are conducted when "recognized environmental conditions" (RECs) are identified during a Transaction Screen Process or Phase I ESA and further investigation is warranted to determine the potential liability and risk associated with the condition. The Phase II ESA is a more detailed investigation to determine the nature and extent of soil and groundwater contamination through sampling and analysis methods.
A Comprehensive Site Assessment (CSA) is conducted when the Initial Assessment Report indicates that soil and/or groundwater was not effectively remediated to regulatory guidelines and standards through initial cleanup methods.
The objective of the CSA is to determine the physical characteristics of the released substance, horizontal and vertical extent, potential exposure to the public, risk to potential receptors, and hydrogeologic conditions of the soil and groundwater contamination.In North Carolina the NCDEQ requires the CSA Report to be submitted within 90 days from their notice requesting the investigation.

The life expectancy of an underground storage tank (UST) is approximately 20 years. There are several environmental factors that can change this such as higher acidity soils, corrosion protection, water infiltration, to name a few. Leaks can occur earlier if the tanks were not installed properly or they were damaged during installation.
