Our CEQA team has proven expertise in infrastructure, mining, infill development, schools, and hazardous materials remediation projects. Our hazardous materials and air quality technicians specialize in a wide range of projects, and are especially experienced with transportation improvement projects.
As a prime consultant, Baseline has managed preparation of numerous Initial Study/Mitigated Negative Declarations (IS/MNDs) and Environmental Impact Reports (EIRs) for a variety of major projects.
When we prime CEQA projects, we focus on infrastructure capital improvement projects (e.g., tunnels, pipelines, landfill expansion, sewer system improvements), mining projects (hard rock mines and alluvial deposit operations), and hazardous materials remediation projects.Our subconsultant services are typically provided for residential, commercial, industrial, and infrastructure development projects.

Our hazardous materials team specializes in the preparation of Phase I Environmental Site Assessments (ESAs) to support environmental review of projects under CEQA/NEPA. The purpose of these assessments is to identify contaminants of potential concern in soil, groundwater, soil gas, and/or building materials that could pose an environmental or human health risk.
Our air quality team specializes in the preparation of air quality and greenhouse gas assessments for a variety of projects, including mixed-use infill developments, transportation improvements (see below), and school expansions. We use air quality tools (CalEEMod and EMFAC) to estimate mass emissions of criteria air pollutants and dispersion models (CALINE, and AERMOD) to estimate concentrations of toxic air contaminants.
