Community Planning & Environmental Associates (CP&EA) is an award-winning planning firm specializing in the unique planning needs of small and rural communities. We are located 25 miles southwest of Albany, NY and within easy reach of the entire Northeast. We are committed to helping communities balance economic health while maintaining rural character and environmental quality.
Our planning approach emphasizes the need to understand the strengths and weaknesses of both the built and un-built environment of a community, learn how they interact, and how they shape opportunities and limitations for a sustainable future. We seek unique and innovative solutions tailored to each community.

Services
First, our single most important goal is to provide our clients with up-to-date, innovative solutions that meet their specific and individual needs. We recognize that although many small and rural communities face similar problems, solutions must be unique to fit with the particular cultural, economic, and environmental conditions found in the community.
Our firm has contributed to a variety of projects with services such as comprehensive planning, development of zoning and other land use regulations, development of farmland protection strategies, environmental impact assessments, community involvement campaigns and grant writing. CP&EA concentrates in the special planning and environmental needs of small communities and rural areas.
CP&EA often teams with other professionals to provide communities with the full range of planning services they may need. We custom make our team based on the needs and scope of work identified in each community. Ellen Pemrick, of E. M. Pemrick and Company is an economic planning and development specialist.
CP&EA has been the principal planning consultant in the Town of Ancram, Columbia County for many years. We have assisted this rural community through multiple planning efforts. Subdivision Law Update AncramCompPlanApril2010 (PDF) To Implement their Comprehensive Plan). Development of other land use regulations (solar, wind, telecommunication, right to farm law).
We engaged Ms. Stolzenburg twice - first to help us build our Comprehensive Plan and our Zoning Ordinance. As leader of each group I worked directly with her and relied heavily on her extensive experience in community planning and on her ability to work effectively with our teams. Both projects succeeded.
