Our mission is to ensure affordable, accessible, quality mental health and substance abuse services that meet the needs of the residents of the Region 4 Behavioral Health System.

In 1974 the Nebraska Unicameral passed LB302, the Nebraska Comprehensive Community Mental Health Services Act, stating "It is hereby declared to be the public policy of the State of Nebraska that all persons residing in Nebraska shall have access to mental health facilities, programs, and services."In 1977, LB204 was passed adding the provision of substance abuse services.
Services
To ensure affordable, accessible, quality mental health and substance abuse services that meet the needs of the residents of Region 4. To create a more unified and comprehensive behavioral health system, driven by consumer needs. The Behavioral Health System will be a consumer-focused, caring system which ensures quality services which are flexible and responsive to consumer needs.
The Consumer Specialist position is tasked with promoting meaningful consumer and family involvement in all aspects of service planning and delivery. The position is staffed by an individual with lived experience of mental health and/or substance use challenges who brings the perspective of a consumer to Region 4.
Disaster behavioral health promotes resilience - supporting people rather than treating people. The job is to normalize the reactions people are experiencing, and educate them about common reactions and stress management techniques. Disaster behavioral health volunteers include mental health professionals and caring adults who have taken disaster behavioral health training.
We are here for you to offer resources and support during this exceptionally stressful time. It is common for people to experience a wide range of emotional reactions after a disaster. The purpose of Region 4 prevention coordination is the prevent the abuse of alcohol and other drugs, for all ages, through forming and supporting local/county community coalitions within our 22 counties which sustain a statewide prevention system.

Region 4 prevention staff provide prevention system leadership, training opportunities, support and technical assistance to providers, community coalitions, and multiple stakeholders to implement evidence-based programs and practices.We also work closely with our partners in planning new services and ensuring the appropriate use of funding for prevention activities.
