Blackwell Engineering has sub-contracted with Peak Environmental to provide soil testing and Professional Engineered Alternative Septic Designs. Brad Williams is the owner of Peak Environmental and is an Authorized Onsite Soil Evaluator (AOSE). Brad retired from the Virginia Department of Health, Environmental Department in 2019 with experience of over 15 years.
