Litter is misplaced, improperly handled waste. During a three year study, Keep America Beautiful found that people who litter do so for one of three reasons: 1) they feel no sense of ownership for the property, 2) believe that someone else will clean up after them, or 3) litter has already accumulated.
Westmoreland Cleanways and Recycling DOES NOT clean up trash that was dumped with the knowledge and consent of the property owner. We assist with the cleanup of trash on public rights-of-way and on private property where the property owner clearly did not know about the dumping or was not in a position to stop it.
Illegal dumping and littering are ILLEGAL under Pennsylvania law. However, many residents are uncertain of what to do when they observe this illegal activity. If you observe someone littering or dumping, DO NOT APPROACH THE SUSPECTED DUMPER. Get details and descriptions of the incident and turn them over to an enforcement agency as soon as possible.

All I had to do was pull up and I got rid of two old tube TVs for free. They even did all the unloading, the guy who helped me was very friendly and helpful. Please don’t dump your old TVs or electronics, stop by here instead! Their website has a list of everything they take and the cost for certain items.
