The nature of the Contract did not lend itself to many opportunities for Cost Control by the Contractor. However, when faced with a budgetary crisis the DOT requested Banneker to significantly lower Contract costs. Banneker responded with an unexpected and very innovative plan to attain the cost cutting goal and retain staff.
