Services
R3 staff members provide a range of procurement assistance services for our municipal clients, ranging from assisting jurisdictions with "sole-source" negotiations with an existing service provider, to managing all aspects of a competitive procurement process for refuse collection, recycling, processing and disposal services.
R3 staff members have designed and implemented numerous solid waste collection, recycling, composting and disposal programs and facilities for cities, counties and regional authorities in California and throughout the United States. R3 emphasizes the creation of technically and financially-sound solutions that can be effectively implemented and maintained over the long-term.
R3 has extensive experience operating and evaluating solid waste management systems, and use that experience to assist our clients with the review and analysis of both municipally operated and franchised solid waste operations. We understand the challenges associated with operating municipal systems, as well as administering franchised solid waste services.
R3 staff members have broad experience conducting rate reviews and performing financial and rate structure analysis for municipalities, public utilities and regional authorities. Our rate review projects are designed to provide a comprehensive review and analysis of contractor rate applications, resulting in documented adjustments to projected revenues and expenses and a specific recommended rate adjustment.
R3 provides our clients with a full range of planning, design, implementation, monitoring, and administrative services in support of compliance with AB 341 (Mandatory Commercial Recycling), AB 1826 (Mandatory Commercial Organics Recycling) and AB 1594 (Ban on Green Material ADC Diversion Credit).
