While visiting Founder's Inn across the street, we searched for a nearby, cheap eatery to fill our bellies. Top China was our second choice. Our first, a nearby Filipino restaurant only handled pre-orders for Christmas....so, we found ourselves entering a small take out establishment with their iconic oversized Chinese paper menus. We order the Mei Fun House Special, Mongolian Chicken, and General Tso Chicken. After a 10 minute wait, we carried our meals back to the hotel. The three meals cost $34. The meals were weighty and the portion sizes were substantial. Flavor was average, freshness

Solid pick for fast food Chinese. It's located in the middle of the YMCA strip mall behind 7-11 and Cook Out. They do sporadic delivery, used to do lunch but more likely in the evening.
I ordered 3 lunch specials and they came with soup, soda, or egg roll. All were tasty, though the meat was not the best quality, especially the beef. Portions were good.
Service was different, with a surly teenager working the front counter. He takes the order and drops it off when it's packed up.

This is my second visit in the last 2 weeks. I was with an Asian family the first time and appeared to receive better treatment even tho my portions were small. I felt this place charged a couple dollars more but gave it a chance anyway assuming it would be a little better than the others... it was worse. I was reluctant to go today but it's right off the freeway on my way home and it was late. Tonight I ordered the curry beef and it was terrible. I phoned immediately and her son... who's about 12 told her the the problem and she refused to come to the phone and yelled a lot on Chinese

You ever have those days where you just don't want to cook? That was us, all of us didn't want to cook and was looking for a close take out Chinese spot, and we found this joint. It's a small hole in the wall restaurant that is only doing take out and delivery due to COVID. We ordered seven large main courses to include Szechuan Beef, Singapore noodles, Happy Family, Orange Chicken, Chicken Chow Mein, Beef Lo Mein, and House fried Rice. Some orders came with a little box of white rice, and we also ordered six egg rolls, three large egg drop soups, crab Rangoon, steamed dumplings

The best Chinese food I've found in the Kempsville section of VA Beach. My review comes from the perspective of carry out as I've never dined in. I used to never order Chinese food in VA Beach because I never found a place that was adequate, that is, until I discovered Tops, and now I order at least twice a month. The staff is always courteous and friendly The food is never greasy and is always prepared in a timely manner. Their chicken and broccoli is better than Peter Chang's (currently a James Beard finalist) and much, much cheaper.

It was a regular Chinese food take out place experience that I've become too accustomed too. I'm tired of regular take out where stuff is just dumped in a box and delivered to me with no taste no flavor no nothing. Rant over. We got a variety of fare. My favorite is lo mein and wonton soup. The lo mein was plain. The wonton soup flavorless!!! Makes me so mad! I also got hot and sour soup. Not sour enough for me. My family likes general tso. It was plain again as was the egg foo young and chow mein. I tend to always get my Chinese food from Judy's Sichuan and I just can't deal

So we ordered online, the page kept failing but it finally went through. 30 minutesblater it showed up, delivery guy was rude and had teied saying thank you and see if I can get an expression, the guy wouldnt even look at me. We ordeded 3 chicken dishes and one of which was totally wrong. Was suppoused to be chicken chow mein, got chicken and vegs. Each chicken dish had maybe 4 or 5 peices of small chicken. Although I'm visiting I' m not impressed and neither is the people I'm staying with. Granted the flavor was good but service and the amount of the main ingredient wasn't

Tried this out the other night based on the reviews here on Yelp. What a disappointment.
Will start out with the good. The shrimp toast. It was yummy. Kinda greasy, but very tasty.
Now for the mediocre. The Kung Pao Chicken. meh. Was supposed to be spicy. It wasn't. It was just okay. The chicken was good though. The white rice that came with it was good.
The Lobster Lo Mein. Was told over the phone it wasn't real lobster. That was fine. The lo mein was good, just the right amount of moisture. Flavor wasn't bad.
Now for the bad. The lumpia. Small and dry.

The food is pretty good, if fairly standard, and never disappointing. Their fried foods are among the best I've had around here. You can really tell that they take care of their fryer. This shows in their delectable plain (yes, plain) breaded chicken wings. They're simple with just salt, pepper, and breading, yet they're delicious. If only they made normal fried chicken! I don't recommend the hot wings, though, I think they just toss the plain ones in Frank's or something.
Service is top-notch. I almost always get my food delivered. They're quick, courteous

I lived in Virginia Beach for the past three years, I still haven't found a Chinese restaurant that compare to my hometown place but Top China is the best place in Virginia beach. I have had about 7-10 different places so I am not bias. They have good combo specials and very friendly. The have delivery which is Great bonus. If you want a good place to have some great Chinese food Top China is your place.
