I approached Mr Harris about a routine matter after a referral by the VA bar association. He quoted an hourly rate and maximum and then proceeded to charge me the full maximum (and was incredibly slow with the invoice!) using a series of items that I regard as ridiculous: charging for multiple hours in court even though he was there for barely two hours and had other concurrent clients, charging me for the initial consultation (and for substantially longer than the consultation took) even though it was free, etc.
