The Authority's mission is to plan and develop waste management systems that meet the highest environmental standards while providing the most efficient and reliable waste disposal services possible. We are a regional service organization assisting Member Jurisdictions with a variety of waste-related projects including recycling, resource recovery, composting, landfill gas-to-energy and solar.
At the same time, we place a special emphasis on waste reduction. An underlying goal, inherent in all Authority projects, is to minimize waste disposal costs.

Services
The Authority is a multi-county agency that provides support to our member jurisdictions related to solid waste. Our unique structure allows us to respond quickly to the needs of our jurisdictions to expedite procurement, permitting and financing of projects.
We understand and are responsive to local concerns about waste management, because the Authority's Board of Directors is comprised of representatives from each of eight participating jurisdictions.Board of Directors are recommended by the Executive branch of each Member Jurisdiction and then appointed by the Governor for four-year terms.

Our many years of experience allow us to expedite the procurement, permitting and financing stages of each project. We understand and are responsive to local concerns about waste management, because the Authority's board of directors is comprised of representatives from the participating jurisdictions.
The Authority provides outstanding support for its participating jurisdictions. Operating with an efficient staff and possessing unique abilities, the Authority has a high degree of flexibility to interact with local, state and federal government agencies, and the private sector. Authority projects incorporate waste management methods that have met similar needs in other regions.
Landfills play an important role in waste management. After waste materials have been reduced, recycled, composted or combusted for energy recovery, the remaining waste is disposed of in landfills. The Authority works with member jurisdictions to design landfill expansions and provide construction oversight services.
Today's landfills are increasingly considered a potential source of energy. The Authority has developed three landfill gas-to-energy facilities on behalf of its member jurisdictions. These facilities provide both environmental and financial benefits. Methane that in the past was flared will now be turned into electricity.
