Terrible management, shoddy maintenance, and false pretenses.
The short version - some units were renovated, others are outdated, in shambles and falling apart. The state of disrepair of some units does not stop them from raising the rent on ALL apartments for new tenants. They avoid making improvements, they do not inspect, repair, and/or clean units when one tenant leaves and another comes in. They throw up a quick coat of paint (or ask you to paint) and swap out the cheap carpeting.
Here are a few things to consider,
Windows and sliding doors need replacing. Many of them leak which has lead
