SCA clients include a broad array of healthcare providers and provider representatives. By representing such clients, SCA has been able to provide input into healthcare policy changes through the legislative and regulatory processes, as well as stay current with such changes at both the State and Federal levels.
Services
In 2009/10 SCA established a coalition of five District hospitals to identify and address opportunities to access federal funds that were not being made available to District hospitals. Through the creation of numerous federal funding programs District hospitals now receive federal funding that reaches their upper payment limit, as well as funding for programs that provide payment outside of the upper payment limit.
SCA provides clients with oversight and strategic planning related to various hospital supplemental payment programs. Clients are advised of impacts on program changes and given guidance and support regarding program requirements. SCA works with clients to ensure that the required data can be captured and reported which is critical for the supplemental payments to be made at their appropriate levels.
SCA has years of expertise and experience providing the level of services necessary to ensure that each client will become or remain eligible for Medi-Cal DSH payments at the highest threshold possible.

Now that the Hospital Quality Assurance Fee (HQAF) program has shifted from using historical proxy data to actual proven real-time utilization data, SCA has developed systems to work with clients to ensure that the data being utilized for HQAF payment purposes will be reliable and ensure that the appropriate payment is being received.
Almost all states provide supplemental payments through their Medicaid programs over and above actual payments for their services provided. Some of these are additional payments to make up for cost shortfalls that are incurred when treating Medicaid patients, while other are for supporting initiatives outside of actual services being provided.
To assist clients with their budgeting process, SCA offers an estimating tool to more accurately determine their expected payments for Medi-Cal inpatient fee-for-service business. These payments can be significantly different from year- to- year as a result of payment policy revisions that are made by the Department of Health Care Services.
