Hannon, Jr. to serve as an Assistant City Solicitor for the City of Quincy in 1971.In 1974, Mr. Fleming was appointed to the office of City Solicitor, an office in which he served three Mayors, shaping the City of Quincy's ordinances and providing legal guidance to a city of 80,000.
