I have multiple houses in my lifetime, I can honestly say that at one point or another they all have had a water main break at the point of entry through house wall. With hundreds of gallons with force hitting the foundation they all had water come through the wall even though they never ever leaked with rain.
We had a house for sale for my elderly sick parents and had a contract on the deal when they're water main broke as well. You could see that the basement was never wet before and had never ever leaked at all.
