In 2003 the Oregon Legislature made many changes to the Oregon Public Employees Retirement System (PERS) that had a huge impact on Oregon PERS, its participants, and their benefits. These changes have been the source of much confusion about PERS benefits. Now, the 2013 Oregon Legislature have enacted even more changes to add to the confusion.
