At the southern tip of the Blue Ridge Mountains, at an elevation of over 4,000 feet, lies the mountain community of Highlands, North Carolina. While the year-round population is 958 in the Highlands Town limits and 3,000 in the general area, in the summer it increases to over 20,000.

The first officially designated fly fishing trail in the U.S. is right here in Jackson County, appropriately titled the Western North Carolina Fly Fishing Trail. These 3 falls are located on the Horse Pasture River continuing on Hwy 281 about 6 miles past Whitewater falls. A paved pull off area will be on the right.
