Dr. Hibler was a Special Agent of the Air Force Office of Special Investigations (OSI) for 24 years and the OSI Command Clinical Psychologist for 17 years. Dr. Hibler recognized the need for standardized nationwide services. Established the first pre-employment and special duty screening programs in federal law enforcement.

Developed and implemented human reliability programs for undercover operations and child exploitation investigations and other high risk duties. Designed and directed the United States Intelligence Community's espionage research program. Practiced exclusively in psychological consultation to law enforcement, public safety and security professionals for over 30 years.

Experience has shown that there are a number of potentially serious difficulties that can occur during the course of law enforcement screening. The following subparagraphs illustrate some of these issues and our approaches to them. Assuring quality requires careful oversight and the routine review of every case.
Even well selected and trained personnel can experience difficulties once on the job. Fitness for duty evaluations ensure the continuing reliability of personnel. The need for an effective, defendable screening resource is best met by professionals who are well experienced in providing law enforcement services and use procedures that are well proven.
The purpose of an organizational climate survey is to measure morale and employee opinion. The standardized instruments used permit comparison of a wide variety of features proven to effect productivity, safety and retention. Scores can be grouped to examine differential findings for classes of employees, as defined by function, rank, location and EEOC characteristics.
Forensic Hypnosis is the use of hypnosis to explore memory for investigative purposes. Information obtained hypnotically is of unknown validity and must be independently corroborated to have probative value.

Professional staff of the firm who employ this technique hold credentials to include being either hypnosis consultants with certification of the American Society of Clinical Hypnosis or are Diplomates of the American Board of Psychological Hypnosis or American Board of Medical Hypnosis.All forensic hypnosis services conform to the guidelines for using hypnosis for investigative and forensic purposes of the American Society of Clinical Hypnosis.
