Chatten-Brown, Carstens & Minteer (CBC) is a small, public interest law firm established in 1995 by Jan Chatten-Brown after twenty-one years of practicing environmental law. CBC's practice focuses on environmental, natural resource, land use, municipal, and government law. We offer a wide array of litigation, counseling, and planning services, and litigate in both state and federal court.
Douglas Carstens, managing partner, is a graduate of Cornell University and UCLA Law School. Prior to attending law school, he served for five years as an officer in the Navy. During law school, Doug was awarded a Joseph Drown Foundation Fellowship to work at the Lands Section of the California Attorney General's office, and worked as a legal clerk at a business and entertainment litigation firm.
Josh Chatten-Brown is a partner in Chatten-Brown, Carstens & Minteer's San Diego office. As a land use and environmental law attorney, he has litigated a wide variety of cases including matters involving the California Environmental Quality Act (CEQA), Coastal Act, Endangered Species Act, and National Environmental Policy Act (NEPA).
