HBH Consulting Engineers, Inc. was incorporated in 1997 with the goal of offering a higher level of engineering services to our clients. Over the past twenty-four years, HBH has provided excellent service and assistance to small and mid-sized communities in a number of fields, including infrastructure planning, design, and construction management; funding assistance; regulatory compliance; and general technical support.
In our approach to this work, we have coordinated our efforts with the needs of our clients and the requirements of regulatory agencies to develop high quality, cost-effective, and innovative solutions within budget and on schedule. Services
Our engineers have significant experience in the planning, design, and construction management of municipal wastewater systems. We have designed treatment plants, many miles of sewer line, and dozens of pump stations. In the design of wastewater treatment plants, our team continuously looks for opportunities to reduce the operations and maintenance costs (and efforts) that can be so high with modern wastewater plants.
Our staff are among the most experienced engineers in the Northwest for water system planning and engineering. HBH served for 15 years as the Oregon Surface and Ground Water Circuit Rider for the Oregon Health Authority Drinking Water Services Program. This program allowed our engineers to provide technical assistance to community water systems with service populations of 10,000 or less.
The professional engineers at HBH have collectively provided decades of City Engineering services to communities across the State of Oregon. HBH has performed the duties of City or District Engineer for thirteen communities across the State of Oregon. At HBH, we understand small and mid-sized communities and know how to utilize the limited resources available to them.
HBH staff have assisted dozens of communities throughout the state in obtaining funding for infrastructure projects. Funding sources have included Clean Water State Revolving Fund (CWSRF) through DWP and DEQ as well as Water and Environmental Program administered by Rural Utility Services (RUS).
We have also been instrumental in obtaining funds from ODOT pedestrian and bicycle grants, ODOT Special City Allotment (SCA) grants, Community Development Block Grants (CDBG), and grants from Oregon Watershed Enhancement Board (OWEB), Oregon Water Resource Department (OWRD) and Oregon Department of Fish and Wildlife (ODFW).

Our services include design and management for a variety of stormwater projects, including treatment facilities, conveyance and mitigation. Our engineers uitilize both traditional and emerging best management practices to provide stormwater management and mitigation that is in compliant with federal state and local requirement.
