This can be done prior to or after leaving the hospital. By doing so they state they are the parents. When there is a dispute regarding parentage, the court can order genetic testing according to California paternity law.
To modify a standing dissolution of marriage order requires you to demonstrate that a significant change in circumstances has occurred since the last order. When there is a change significant enough to justify a modification of existing orders, one can petition the court to issue orders that better reflect the current situation.

I spoke with Bradley to find out what I need to do at this time. Even though it turned out that it's not the right time for me to hire an attorney, I'm writing this review because he was so kind and helpful. Another lawyer I had called a few minutes before him was so tense and short on the phone that she wasn't hearing what I was actually asking. Not the case with Bradley. He listened and understood what I was getting at. You should only hire an attorney that is conscientious and can communicate well. I would have definitely hired him if it was the right time for me.
