Services
In March of 1982, Akron, Ohio native Tom Kapper was vacationing in Florida, in and around the Largo area. During his visit Tom came upon an empty field on 113th Street called Shadow Lakes, and immediately envisioned building a condominium complex. He knew it was a big project to take on, especially at a time when real estate was not moving well.

This is the most unprofessional inexperienced company we have ever dealt with. Tom Klapper our manager tries to intimidate people by saying he has 20 plus years of experience when in reality he does not know anything about construction. He hired a roofing company to redo our roof without the board permission and said they are doing an amazing job. We now have a botched roof job and Shadow Lakes took no accountability. Tens of thousands of dollars on a roof that we now have to redo as a result of his gross negligence. Of course this is the roofing company's responsibility as well however he was

Critical: Professionalism, Quality
been the mgmt company for my condo association for nearly 20 years and they are so aligned with the HOA board and do not serve the greater interest of the entire condo development. Furthermore when they chair the annual owners meeting it is so unprofessional they do not use the standard Roberts Rule of Order format.
