The International Plant Protection Convention (IPPC) has made mandatory the Heat-Treatment or fumigation of ALL wood packaging, including hardwood AND softwood skids, pallets, crates, boxes, dunnage, chocks, and the like. If an item is wood, and NOT manufactured wood (like plywood), it MUST be Heat-Treated or fumigated.
