Services
We are one of 34 Child Care Resource and Referral agencies (CCR&Rs) serving all of New York and are dedicated to enhancing the healthy development of all children. We coordinate and plan for local child care services, and provide support to child care providers, parents, businesses and local governments, while advocating at the local, state, and national level for adequate investment!
Founded in 1974 as the Day Care and Child Development Council of Rockland, the agency was formed by Phyllis Helbraun with a grant from The National Council of Jewish Women, Rockland Section, to advocate for better child care funding, higher standards, and improved program development. Phyllis was a lifelong champion of women, children, and families.

For many years, CCRR has been the fortunate recipient of a United Way of Rockland Community Impact Grant (CIG) for our Child Care Tuition Scholarship for qualifying families earning just north of child care subsidy levels of $50,200 for a family of four; the scholarship has an enormous impact on the lives of those children and their families.
As adults, it is our job to foster a sense of wonder and inquisitiveness in children so they can grow and become independent thinkers, independent listeners, independent doers. We're delighted with the significant investment made in the state's budget for children, families, and child care providers.
