Originally formed, in 1956, as a credit union for school employees, the board of directors has expanded the credit union's charter to allow non-school related organizations to join. The credit union helps its members manage their finances by providing a safe place to save at high dividend rates and to borrow at low interest rates.

Unlike most financial institutions which serve the general public, the credit union is organized under a federal charter to provide services to a specific field of membership which consists of people having a common bond. C-B-W's primary common bond field of membership is the employees of schools in Cambria, Bedford and Somerset counties and members of their immediate families who reside within the three county area.
A credit union is a cooperative, not-for-profit financial institution organized to promote thrift and provide credit to members. It is member-owned and controlled through a board of directors elected by the membership. The board serves on a volunteer basis and may hire a management team to run the credit union.
