ACER can take a project from the due diligence phase all the way through site investigation, delineation, remediation and permitting.
As President and Chief Operating Officer, Mr. Horn is responsible for client relations and quality assurance of all the company's projects. He has experience in environmental engineering, cultural resource evaluation, geotechnical and industrial hygiene disciplines spanning over 30 years.
He is a Licensed Site Remediation Professional (LSRP) in the State of New Jersey and is licensed as a Professional Geologist in the States of Pennsylvania, Delaware, Virginia and Tennessee; a Certified Hazardous Materials Manager (CHMM) accredited by the Institute of Hazardous Materials Management and is a Certified Microbial Consultant (CMC) accredited by the American Indoor Air Quality Council (AIAQC).

ACER's geophysical group employs a variety of non-destructive testing equipment to provide our clients with information about subsurface soils, utilities, structures, tanks, rebar (location, depth and diameter), voids, and beams to name a few. ACER utilizes state of the art 2D and 3D software for data analysis and presentation.
Since our inception, ACER has provided a variety of environmental consulting services for school districts, diocesan schools, colleges, and universities. ACER also routinely assists child care facility operators with their regulatory licensing requirements. Our multidisciplinary expertise allows us to help institutions meet their environmental challenges within budgetary constraints.

Our experience enables us to develop innovative solutions that help public sector clients meet their specific goals and budgets. On behalf of O'Brien & Gere, ACER provided soil resistivity testing for a proposed electrical substation at the United States Naval Air Engineering Station.
