West Cecil Health Center fulfills the dream of providing access to high quality health care close to home for you and your family. As a Federally Qualified Health Center, we provide the surrounding communities with affordable and quality healthcare within reach.

We currently serve you with full family medicine, counseling with a licensed psychologist and gynecology services, and strive towards becoming the provider of choice for your family primary care services.WCHC accepts most insurances, including Medicaid, Medicare, and CHIP. No one will be denied access to services due to inability to pay; WCHC offers a sliding fee discount to eligible patients based on household size and income.
Services
WCHC began as a grassroots movement by members of our community Conowingo Lions Club. Their belief that our neighbors in Cecil County, Harford County and southern Pennsylvania deserve access to comprehensive healthcare without traveling great distances drew support from the Cecil County Health Department, Union Hospital and Delegate Dave Rudolph.
A lifelong resident of Cecil County, John Ness manages the daily operations, strategic growth, and collaborative community relationships as President & CEO of WCHC. With 26 years of business experience including finance, healthcare, and non-profit management, he oversees the daily operations of the company.
The mission of West Cecil Health Center is to increase access to comprehensive healthcare services and improving the health status of ALL members of the community. West Cecil Health Center shall become the provider and employer of choice for healthcare services in Conowingo and the surrounding area.
At WCHC, we understand being healthy means taking care of our bodies physically and mentally - that's why we offer psychiatry and counseling services at our Conowingo and Havre de Grace locations. Our behavioral health providers work with your primary care provider to offer you comprehensive care.
WCHC is committed to ensuring our patients have access to both affordable and high quality care. Our dental department is now accepting children, pregnant women, and MDHS Pilot program patients. WCHC | Conowingo offers dental care for all of our WCHC patients! From pediatric cleanings to denture care, WCHC is here for your family's dental needs.

They will see you for 1 thing per visit and no more. You have to make another appointment if you have something else you need help with...and then you don't see an actual doctor. They're losing patients left and right!! Sharon Taylor is a nurse practitioner who has the most rude tech working with her. I had been there for 5 years but would no longer suffer at the hands of said person. She actually slammed the door on me! I will not be returning here! They can't keep employees or patients.

I have been seeing Dr. McFarland at West Cecil in Conowingo for some time now. The practice is well organized and leverages technology to promote a positive and efficient patient experience. I've never felt rushed at any of my appointments and have always felt cared for by the medical staff. I am extremely pleased with the treatment I have received. I always feel like I am being listened to and my concerns are taken seriously. The health center is clean, modern, and well organized. Staff have always been prompt to return phone calls and follow up with me to schedule appointments and refill

This office is awful! Do not go here! I went to my appt today and they said they couldn't see me because their was a past balance of 15$. I said for what or when and they couldn't tell me! Why would I pay something you don't even know what is for?? Crazy! 20 minutes later they say it's from nov 2016! It is nov 2019! Why is this being brought up now?? I have no bill! The office staff and billing department are lacking training! Do not go here unless you want long wait times and to be billed incorrectly!!

I started w/WCHC two years ago. In the two years, I've had to call at least twice, usually three times before a scrip gets filled. Today, I called, the fourth time, and when I asked if she was sure, she said yes. I thanked her and she hung up on me.

I do not recommend WCHC, incompetent.

My very first visit they coded my appointment wrong and charged me $113. I have a voicemail from August 2018 telling me not to pay that bill. I went in for a second appointment and paid 40% of that $113 so that I could see the doctor again, I assumed I would get a refund. I am still getting bills for $113 after explaining again that the coding was wrong and that I have already paid a decent portion of that $113 I'm still getting bills from collections, even after faxing over my bank statements.

Apparently "facility policy" says you have to be seen every six months to refill ANY prescription. Who has time for that?

Ever since they moved their dental office to the old dental school in Perryville, I've had bad experiences all around. Existing patients should not be treated like new patients or be given the run around or be handed over to students. I've wasted so much time dealing with this new location. Hate to do it, but, I'm finding a new dentist.

My husband is visiting there for the first time. He has previously seen the physician at another practice and was pleased with his service. However, today his appointment was at 12:30 and he texted me at 1:44 to say he was still waiting. This is not acceptable. I'll keep going to smaldore family practice in bel air.
