(AKA Child Development Council) is a 501(c)3 nonprofit organization that has been serving Tompkins and Cortland Counties, New York for over 50 years.

Our resources and expertise support families in being the strongest and most effective promoters of their children's development. The Child Development Council team is here to help you. Our trained Referral Specialists maintain a database of licensed and registered child care providers to assist parents in finding care.
The NYS Office of Children and Family Services Market Rates come from a survey that is completed every 2 years. Child care programs in a group of counties are surveyed, and the 69th percentile of all reported rates is set as the market rate. This rate is the maximum amount the Department of Social Services can pay for child care.
The Child Development Council is working with families in Tompkins and Cortland Counties to help them find safe, affordable child care. We are here to help you register as a child care provider, enroll your child into a daycare or day camp, or arrange to have someone you know become your child care provider.
New York State regulates the maximum number of children in a group in all forms of regulated child care because it is important to maintaining proper supervision, enough one-on-one attention for each child and for health and safety purposes. You should also look for an environment that most closely matches your child's temperament, personality and needs.
Are you a parent or caregiver of an infant or toddler? Family Support Services (FSS) is here for you. FSS recognizes the strengths of families and provides support and guidance to parents and caregivers to enable them to be a child's first teachers. Individualized support and guidance is available to families with infants and toddlers through home visits and referrals to community agencies.
