Cecilia is the Owner of Brow and Lash on Mercer Island, and is a Licensed Master Esthetician, Licensed Permanent Makeup Artist, and Certified Lash Technician. Cecilia has over twelve years' experience as a Permanent Makeup Artist and is a Permanent Makeup Instructor. Cecilia's extensive, unrivaled education and experience allows her to fully customize brows for each client's individual needs.
