In 1975 Bill traded a Harley for a tattoo apprenticeship under Pete Stephens and Dennis Breen of East Coast Studio in Sacramento, CA. In '79 he opened his first Liberty Tattoo studio in Placerville, CA where he remained for a little under one year. After that he worked with Ken Larsen before re-opening Liberty Tattoo in the American River College/Sacramento area where he stayed for almost 30 years.

I’ve been wanting a peice of art tattooed by Bill for a long time. He’s done great work on my son and I couldn’t be happier with the chest piece he did a few month back. Lori couldn’t be friendlier, runs a tight ship and Bill transformed what I was looking for right before my eyes. It was done in three installments and they worked around my schedule no problem. Bill is an old school, no nonsense guy and that’s what I love about him and his shop. Thanks for the awesome piece and it won’t be my last. Shop is extremely clean and welcoming too.

I have gotten 2 tattoos from Lori at Liberty Tattoo. My wife has also gotten 2. Just by talking to Lori she drew up our visions perfectly. We are so happy with the results. We are both in our 50's and waited that long to be sure we got what we really wanted. It was way worth the wait 😁 Professional, clean, comfortable and extremely talented. I have known and been tattooed by Bill for over 30 years. There is nobody in the business with more skill and experience than him. On top of the quality tattoo art work, Bill is one of the nicest guys you’ll ever meet. He and Lori will make you feel right at home in their shop and will work with you to find the perfect tattoo. Getting a lasting art piece is too important to go anywhere else.

I was told about Liberty Tattoo from a friend. I went in for a tattoo and continued to rerurn untill Bill completed my sleeve. He also did an awesome piece on my leg. I love how friendly Bill and Lori are! Their shop is clean and sterile and yet comfortable. Super satisfied with the work Bill has done on me.

Bill did my half sleeve and shoulder. I can honestly say I get a compliment on my work at least once a day. I wanted only color, not black and greys, on my first trip. And then he did X-ray type flowers for my second trip.
I get extremely nervous and anxious when I go in for my tattoos. To the point where I feel like I am going to pass out. Lori always brought out the candy bowl and would even bring me a Gatorade to keep my sugar up!
I’ve been to other shops where the music is blaring, the shop is dark and stuffy and the artists are unfriendly and have a “too cool” attitude.

There is rarely a day that goes by when I don't get a compliment on one of the tattoos that Bill did for me! He is a true artist and his work speaks for itself. He and Lori are the most professional, friendly people and always make me feel super comfortable. They are also genuinely awesome people! Highly recommend!!!

This is hands down the best place to get a tattoo! Bill and Lori are so friendly and welcoming! Bill is currently doing a sleeve tattoo on my arm and it's AMAZING! I came in with some expectations and ideas but what he has delivered has far exceeded those expectations. His artwork speaks for itself. The shop is always clean and inviting, definitely worth the drive to Newcastle.

Bill did three cover ups for me. I'm very happy with all three. Definitely a different vibe in this shop compared to other shops I've visited. Lori is super organized and the entire process was very professional. Bill is a talented veteran in the biz and sets appropriate expectations about what is doable (in my case he was doing the cover ups). His hourly rate is more than some others, but well worth it. I am perplexed by the poor reviews and had a completely different experience. I finally decided to get my first ink just over a week ago and it was a decision that was a long time coming to commit to. I contacted Lori to set up a consultation and Lori was completely courteous and set up an appointment to look over my design. At my consultation she was honest, realistic and took the time to go over my design and find the right size as well as being attentive to ensure I knew exactly what my design would entail. Went in to try and get a piercing instead of kindly being redirected to a tattoo parlor with piercers available my friend and I were treated like we completely didn't belong. My friend then tried to explain a tattoo she wanted when again the woman acted as if we were not good enough to be in her shop. She told us her establishment isn't the kind of place to do a hand tattoo, and maybe a "establishment without morals" who would except any money thrown at it could help us. Not impressed. Called the studio and talked to Lori. We stopped by the studio to talk further about our ideas. She totally blew us off. She was not interested in doing the work we wanted. Told us to look at her portfolio to see if we could adjust our ideas to something smaller and walked away. We asked about doing portrait work and she said she would refer us to Bill but FYI he wasn't accepting new clients until August so perhaps we should look elsewhere. We checked out Folsom City Ink and were totally impressed. We have since had two tattoos designed and completed at the FCI.

I was referred to Bill by a mutual friend and he did a large(to me) side/back piece. It's beautiful and exactly what I wanted. He's a great artist, a true master of his craft. The entire thing took probably 20-24 hours, spread out over a year and I looked forward to each and every appointment. He books up fast but his is definitely worth the wait.
I've got some ideas brewing for another piece and I'll be calling Bill for sure!!

Walking into this place is not at all like walking into any other shop. Quiet, clean, and amazingly professional. Bill's artwork is absolutely stunning. I tried my best to describe what I wanted and it was like he read my mind! Another thing I love is that when you have an appointment your time with them really is YOUR time. It's like being royalty! They also really go over aftercare unlike most shops. They even had a handy pamphlet for me that went into detail about what you do and why you do it so you truly understand how to care for your art. If only all shops were as great as this

Liberty Tattoo is the most unpretentious tattoo shop in northern California.
Bill and Lori are talented artists, and true professionals. The office entrance is spacious and comfortable--my husband likes to lounge on the comfy sofa and watch the History Channel on the big TV when I am getting hours of work done.
The tattoo area is very clean, and has a great view of historic Folsom. Bill always pops in a movie to keep my mind off the tattoo.
My gigantic leg piece has taken six months to complete and I always look forward to my time at Liberty.
