Rio D. Smith grew up in Cheyenne, Wyoming. He graduated from the University of Wyoming with a Bachelor's Degree in Business Administration. After graduation, Rio worked in finance before pursuing his legal education at the University of Oklahoma College of Law. While at the University of Oklahoma, much of Rio's legal studies focused on energy, property use, and oil and gas law, where he also worked for the Oklahoma Corporation Commission.
