The Pennsylvania Child Care Association is a statewide non-profit membership organization. We exist to be strong and effective advocates for high-quality early care and education programs. Center, Group & Family providers of direct early child care and education services to children. Early Learning Resource Centers (ELRCs) the ELRCs provide valuable child care information and services to families, providers and to the public. They are part of the vital statewide continuum of community-based perspectives to the child care needs of families & communities.
The Pennsylvania Child Care Association (PACCA) is a statewide non-profit, membership organization. For more than 40 years, PACCA has served as a resource and clearinghouse of information for practitioners, agencies, press, legislators and the general public.

Founded in 1973, PACCA has helped to inform, update and represent child care providers on existing and changing laws, regulations, policies and developmental research relating to early education and child care.PACCA's members operate nearly 2,400 center, group and family child care programs employing over 20,000 staff and caring for over 140,000 children aged birth through school-age.
Diane P. Barber is the executive director of the Pennsylvania Child Care Association, a statewide, non-profit membership association headquartered in Lemoyne, PA. She has over twenty-five years' experience in nonprofit management and program development for children and youth. Since moving to Harrisburg in 2005, Diane's work has focused on public policy and advocacy to expand high-quality early care and education.
