The city of Bluffton is located within Wells County, Indiana and is currently the county seat and contains the townships of Harrison and Lancaster. They charge you when you move out to do things they would already have to do (paint, light bulbs). They're not very nice people and they switch managers so often it's hard to keep up. The security deposit is whatever your rent is, but when you move out they only put half of it towards your "bill". Pathetic.
