After doing scientific research and obtaining his MD and Masters in Cell Biology degrees at the Medical Scientist Training Program of Albert Einstein Medical School in New York City, Dr. Howard moved to Baltimore to enter the Family Medicine Residency Program at the University of Maryland.

Upon graduating from residency, he remained on at the University of Maryland as a faculty member and teacher at the medical school for the first four years of his career, then moved to Maryland General Hospital, where he has served as Chairman of the Family Practice Department, and then Chief of Staff for the hospital.
Our physician-led program, under the direction of Dr. Athol Morgan and Dr. Mark Gosnell, is focused on helping patients achieve the most active life possible despite any cardiopulmonary diagnoses and physical limitations. We tailor our program for individuals with heart disease and pulmonary disease, with diagnoses such as CHF, COPD, post heart and lung transplants, emphysema, acute myocardial infarctions and acute respiratory failure.
Our program's clinically proven orthopedic care pathways, coupled with our signature rehabilitation experience featuring all the comforts and privacy of home, is an optimal option for your post-surgical rehabilitation needs. With the ultimate goal of getting you home in a safe and efficient manner, our expedited program prepares you for the final step in your transition.

Wow !! What a team here at Westgate!! I’ve been in this business a long time and I’d be hard pressed to say I’ve ever worked with a better team then here at Westgate Hills! I am truly secure with my love one being at Westgate Rehabilitation Center because Ms Janeane works there and she is amazing. She reaches out to me constantly allowing me to connect with my love one. He wasn’t sure about being in a new surrounding, but after meeting her, he enjoys being there. I am able to call her whenever I want if I have any concerns. She works patiently with him, allowing him to watch his favorite movies, hear his favorite music, and she even puts a smile on his face daily.She has such a kind, loving spirit,and it shows that she loves working closely with her patients.I’m

My grandmother was taken here from a stay at the hospital. Since she arrived none of her family have been able to reach her or the nurses. Phones just ring. We called the director at the location, her name is Melissa. 3 members of the family including myself have called. One of which is listed as third contact on the directive. We explained in the voicemail left for Melissa that we cannot reach my grandmother and would appreciate a call to give us any update she can. Even if it's just to tell us my grandmother is OK. Today Melissa finally spoke to another family memebr listed on my grandmothers

This place is a mess. Literally. Dirty rooms uncaring and rude staff my mothers call bell was on for 2 1/2 hours before anybody came in and when they did and she expressed her concern to them they never came back with meds until 3 hours after that and it was different nurses in by then. Every time I come here patients are screaming for help and it’s like they just show no pity or remorse to help these people at all , had to get my loved one out of here. Please avoid this place if you can , doesn’t even deserve one star honestly.

Wrote a fake five star review in my sister’s name , she did not enjoy her stay at all. She was sent there for rehab never got any therapy out of the entire 4 months she was there! Ridiculous right? That’s only the beginning. They never return phone calls nor can I ever get in contact with anyone that is in charge and this very weird facility and when someone does ever get back to you it’s someone who doesn’t even speak English! I’d never send anyone here again not even my own animal let alone a human being! Beware.

They seem extremely understaffed and the nurses who do work there just look and act like they don’t want you there visiting. You know what signed up for when you became a nurse. Probably one or two good nurses in this entire facility. Very unprofessional , you might as well leave your loved one home alone! They might be safer.

Horrible place. Staff walk around cussing with their masks down , Residence leave the facility and come back with drugs. They really need to tend to the patients better it seems as if they’re just there for a check so many patients scream for help and they’re just ignored. Please think twice before bringing anyone you love here this place has gone down drastically.

This place is a nut house more than a nursing home it’s completely mismanaged , no one in charge is ever in or available literally completely absent of responsibility. The staff simply don’t care and are there for the money , they literally let patients who are out of their mind run around barefoot like I sometimes question “is this a zoo or a nursing facility” (I wish I was kidding) If I were you I wouldn’t dare bring my loved one in there , but if you do I must say 99.9% of patients don’t make it out alive. They’d get 0 starts if I could put that

There are a lot of challenges during this new variant of covid 19, however the staff, being under pressure still manages to put the residents needs first. I commend the entire staff for keeping up the best they can with all they do and when you walk through the halls you feel like you are wading through water because the floors are sooo shiny and bright...it makes you smile.

I enjoyed my stay at Westgate Hills. The staff was really pleasant. Especially the Activities Department. Tonya, Janine, Barbara, Tamia, and Tara were a great help with my smoke breaks.That is the reason I chose this facility. I didn't regret it and had a great time.
