9/26/2016 4:03pm west bound I-60 in the city of montebello. Was merging on to the fwy 60-60mph had to speed up to 75 but had nowhere to go because truck #039 sped up and eliminated my opening to merge, leaving no choice but to ride the shoulder. Had no choice but to ride the shoulder till truck #039 passed. Once on the fwy I merged all the way over to the fast lane and was able to get the information off the truck. When my passenger was taking a photo of the truck information the driver had her phone in her hand trying to take pictures of us. The driver took her eyes off the road and had her phone
